HK Recruiter Placed under Preventive Suspension

MANILA – A placement agency based in Hong Kong has been placed under preventive suspension for violating Philippine laws on overseas employment, the Philippine Overseas Employment Administration said.

POEA said Helper In Employment Center was found to have been engaged in illegal recruitment activities in the Philippines by hiring Filipino workers through a branch that was operating without the necessary license or authority.

POEA administrator Hans Leo Cacdac said the Manila office of Helper In Employment Center located in Taft Avenue was padlocked last year.

Cacdac said the agency was reported to have been recruiting household service workers for Hong Kong and was forwarding the applicants’ papers to SBEE International Inc., a POEA-licensed agency, for processing.

Helper-In Employment Center was allegedly operated by a certain Lorna De Dios, vice-president of SBEE International Inc.

With the order of preventive suspension in effect, Helper In Employment Center in Hong Kong is barred from recruiting Filipino HSWs through any of its accredited licensed recruitment agencies in the Philippines.

Cacdac said the POEA has filed illegal recruitment cases against De Dios and five employees of Helper-In Employment Center in Manila. Separate recruitment violation cases were also filed against SBEE International Inc.
