PNoy Urges Japan to Address Language Barriers for OFWs

MANILA – Language remains a barrier for nurses who wish to be employed in Japan.

President Aquino hopes that Japan will take steps to address this challenge to benefit all parties concerned.

“Actually, with the nurses and any other workers, the major difficulty is the language barrier and we are convinced that there have been steps taken to address that situation,” Aquino said.

Learning the Japanese language is a requirement for nurses and caregivers to be employed in Japan.

“There have been various recommendations of having pictographs as a means for communicating,” Aquino said.

The President is in Japan for a four-day state visit.

He said that there is no question about the competency of Filipino nurses and other workers. He mentioned a corporation which is looking for people with master’s and doctorate degrees in engineering to populate their research and development efforts.

“So the opportunity to engage in such activities is something very worthwhile for us. And we are actually in the process right now of inventorying our countrymen who have those degrees that are necessary, who are presently out of the country, and hopefully we can touch base with them and jump start that process,” he said.

He added, “We recognize that the opening up of your market is not simply an edict that happens overnight. There are difficulties and there are legitimate concerns, but we are convinced that your government and our negotiators are doing their best to come up with a solution that is really and clearly beneficial to all parties concerned.”
